Turning a vision into a building takes time, and a significant part of that time is the planning process. This page explains what that process involves, where the Hay Community Campus currently sits within it, and how you can get involved when the time comes.
Planning permission progress
Any significant new development in the UK needs permission from the local planning authority before building can begin. For the Hay Community Campus, that authority is the Bannau Brycheiniog National Park. The process exists to ensure new development is right for its setting, meets environmental and design standards, and takes account of the needs and views of the local community.
HADSCAL has already received pre-application advice from the National Park Authority, which confirmed that the principle of developing the site for community use is broadly supportable. We are now working with our architects and consultants to complete the detailed design work, surveys and reports needed before a full application can be submitted. The £200,000 funding approved by Powys County Council in 2025 is funding this work.
A formal 28-day planning consultation will take place later this year, prior to submission of the full planning application. When the full application is submitted, it will be publicly available on the National Park's online planning portal. We will update on progress here as the process unfolds.
